ปฏิบัติการณ์เลเยนดา ซึ่งนำโดยวอลต์ เบรสลิน เจ้าหน้าที่ดีอีเอหัวรั้นที่ไม่ยึดติดกับกฎเกณฑ์เท่า ไหร่ มุ่งที่จะกำจัดเฟลิกซ์ กายาร์โดและลูกน้องระดับสูงของเขา ซึ่งทำให้แก๊งยิ่งสั่นคลอนและระส่ำระสายมากขึ้นไปอีก
