Watch Dogs 2 ในภาคนี้ตัวละครหลักจะมีชื่อว่า Marcus Holloway พ่อหนุ่มแฮคเกอร์ผิวสีที่ไม่ได้เก่งแค่เรื่องเทคโนโล ยีแต่ยังมาพร้อมทักษะฟรีรันนิ่งรวมไปจนถึงอาวุธคู่ใจ ที่เป็นลูกบิลเลียดร้อยเชือกไว้ใช้ป้องกันตัวด้วย ส่วนฉากหลังภายในเกมส์ Watch Dogs 2 ภาคนี้จะย้ายมายังมหานครซานฟรานซิสโกที่เป็นศูนย์กลา งของเทคโนโลยีตามประสา Silicon Valley และเต็มไปด้วยบริษัทไอทียักษ์ใหญ่ “เสมือน” มากมายที่รอให้คุณบุกเข้าไปแฮ็คข้อมูลของพวกเขากัน
